Measures for Postdoctoral Management of Transportation Engineering Mobile Station (Trial),these measures stipulate the management of post-doctoral personnel in the Transportation Engineering Station, the evaluation criteria and the scope of application.

I. Postdoctoral Staff Management at the Station

1.The station shall organize two appraisals in the first half of the year and in the second half of the year. A postdoctoral work evaluation team composed of more than five experts shall make a mid-term appraisal of the postdoctoral personnel's work progress and ability level in the past year. The results of the assessment are divided into four grades: excellent, good, qualified and unqualified. Those who fail in the evaluation will be discharged from the station.

2.If a postdoc fails to complete the scheduled tasks within two years, he/she can apply for an extension of his/her stay in the station at least three months in advance, which will be signed and sealed by the supervisor and the person in charge of the station, and then approved by the postdoctoral management office of the university. The application for the extension period shall not exceed one year.

3.If the postdoctoral staff is not suitable for further postdoctoral research, the station shall submit a report to the Graduate School in time and terminate the postdoctoral research work with the approval of the university supervisor, and terminate the relationship according to the agreement signed at the time of entering the station.

4.The postdoctoral staff shall be withdrawn from the station if they fail in the following cases:

(1) they fail the assessment;

(2) Falsification in academics;

(3) Administrative punishment as a warning or above;

(4) Difficulty in completing research work due to illness;

(5) Overstaying abroad for more than 30 days (inclusive);

(6) Other cases shall be withdrawn from the station.

II. Postdoctoral Personnel Exit Evaluation Criteria

1.If one of the following scientific research results is achieved during the station period with Jilin University as the first signatory, he/she will be allowed to leave the station.:

(1) Publish two search papers as the first author or the correspondence contact person.

(2) Receiving a research project or horizontal funding of over 500,000 Yuan (ranked among the top two) at the provincial or ministerial level, and publishing one retrieved paper as the first author or the correspondence contact person.

2. For post-doctoral fellows of enterprises, the assessment requirements can be exempted from the above-mentioned conditions, and the assessment will be conducted according to the actual working conditions, but at least two papers will be published in core journals. The assessment is jointly conducted by the enterprise workstation and the university mobile station.

III. Departure of Postdoctoral Staff

1.Postdoctoral staff should apply to the station three months before the expiration date and make preparations to leave the station.

2.The station shall organize a post-doctoral review team (more than five persons with senior titles) to defend the post-doctoral work in accordance with the requirements of the evaluation.

IV. Scope of Application

These measures are applicable to postdoctoral staff who left the station after July 1, 2010.

These measures shall be implemented from the date of promulgation and interpreted by the Transportation Engineering Mobile Station.
