The Department of Transportation Management Engineering was established in May 1985. Its predecessor was the Automobile Operation Engineering program, founded in 1956. In June 2000, the Department of Transportation Planning and Management was established. The Department currently offers one undergraduate program, Transportation (Planning and Management). The discipline of Transportation Planning and Management is authorized to confer both master's and doctoral degrees. The Department also includes the Transportation and Logistics Engineering Laboratory and the Institute of Modern Logistics.

Detailed Introduction

The Department of Transportation Planning and Management offers one undergraduate program, Transportation (Planning and Management). The discipline of Transportation Planning and Management is authorized to confer both master's and doctoral degrees.

The Department of Transportation Management Engineering was established in May 1985. Its predecessor was the Automobile Operation Engineering program, founded in 1956. In June 2000, the Department of Transportation Planning and Management was established. The Transportation Management program began enrolling undergraduate students in 1985 and was authorized to confer master's degrees in Transportation Management Engineering in 1987. The Transportation program, with a specialization in Planning and Management, began enrollment in 1998, and the discipline was authorized to confer doctoral degrees in 1993. In 2002, it was designated a Key Discipline of Jilin Province and became a priority discipline supported by Project 211. In 2016, Transportation (Planning and Management) became the first program in the College to obtain professional accreditation in engineering education. It passed the national engineering education accreditation again in 2019 and received a six-year accreditation term. In 2020, it was selected among the first group of National First-Class Undergraduate Programs.

The Institute of Modern Logistics was established in June 2001. It primarily undertakes industry-commissioned research projects and government-funded projects at the provincial and ministerial levels. All faculty members of the Department of Transportation Planning and Management and all staff members of the Transportation and Logistics Engineering Laboratory serve concurrently as members of the Institute. The Institute also hosts the Jilin Province Logistics Professional Qualification Examination Center.

I. Academic Staff

The Department of Transportation Planning and Management has developed a high-level academic team composed primarily of outstanding young and middle-aged faculty members, with a well-balanced structure in terms of age, educational background, disciplinary expertise, and academic rank. The Department has 14 faculty and laboratory technical staff members, including seven professors and six associate professors; 13 faculty members hold doctoral degrees. The faculty includes one Jilin Provincial Top-notch Innovative Talent,one recipient of the title of Young and Middle-aged Professional and Technical Talent with Outstanding Contributions in Jilin Province, one recipient under the Start-up Category of the Jilin Provincial Talent Development Fund, and one Changchun Municipal Expert with Outstanding Contributions. It also includes one holder of a Category B Leading Professorship and one holder of a Talent Professorship under Jilin University’s Tang Aoqing Scholar Program. In teaching competitions, one faculty member has won first prize and two have won second prize in the Jilin University Teaching Competition for Young Faculty Members. In addition, eight faculty members have received first- or second-prize awards in the corresponding competition organized by the College of Transportation.

II. Courses Offered

Core courses: Transportation Systems Planning; Transportation Engineering Economics; Traffic Engineering; Transportation Organization; Transportation Economic Analysis; Transportation Business Management; and Transportation Systems Management.

Specialized electives: Urban Public Transportation; Transportation Accounting; Urban Passenger Transport Planning; Traffic Impact Analysis; Highway Network Planning; International Trade and Freight Forwarding; and related courses.

III. Educational Objectives (Undergraduate Program)

The program is designed to cultivate high-caliber professionals who can meet the needs of socialist modernization and future social, scientific, and technological development. Graduates are expected to achieve balanced intellectual, moral, physical, and aesthetic development while maintaining a healthy individuality; demonstrate integrity and social responsibility; possess an innovative mindset, entrepreneurial awareness, practical competence, and an international outlook; acquire an interdisciplinary knowledge base; master the fundamental theories of transportation planning and management; and be capable of solving complex engineering problems in the transportation field.

After graduation, students may pursue advanced study in related disciplines or engage in scientific research, technological development, production organization, operations, and management in the transportation sector. After approximately five years of professional practice in transportation or related fields, graduates are expected to have developed a systematic foundation of professional knowledge, teamwork, leadership and coordination, decision-making capabilities, and professional engineering competence, enabling them to undertake positions in scientific research, product development, technical services, and organizational management.

IV. Employment Sectors

The Department of Transportation Planning and Management has a longstanding tradition of rigorous scholarship, dedicated teaching, and diligent learning. It has cultivated a large number of highly qualified professionals for the transportation and logistics industries and for peer universities, and is widely recognized within China's transportation sector as a major training base for high-level interdisciplinary professionals.

Graduates are well prepared for careers in transportation management, planning, and design agencies; logistics and transportation divisions of large enterprises; research institutes; and higher education institutions. Their work may involve the planning, design, operation, management, research, and teaching of road transportation and logistics engineering.

Many graduates are employed by government authorities responsible for transportation, leading research institutes, planning and design institutes, universities, and large or medium-sized state-owned enterprises.

V. Distinctive Features: Research Capacity and Research Areas

Building on its multidisciplinary strengths in transportation systems planning, traffic management, and related fields, the Department focuses on frontier technologies in transportation research and on the independent innovation needs of China's transportation and logistics industries. Through the integration of research themes, the consolidation of academic teams, and the optimization of academic resources, the Department has established a portfolio of distinctive research areas in transportation planning and management and logistics engineering.

The Department currently encompasses the second-level discipline of Transportation Planning and Management and is qualified to host postdoctoral researchers within the first-level discipline of Transportation Engineering.

Following more than two decades of development, particularly through the implementation of Projects 985 and 211, the Department of Transportation Planning and Management has established an advanced research infrastructure platform for transportation systems planning and transportation and logistics system simulation. Its teaching and research laboratories currently occupy more than 800 square meters and contain equipment valued at nearly RMB 10 million. The Department's teaching and research capabilities have continued to improve. Over the past five years, it has undertaken more than 100 projects funded or commissioned by the National Natural Science Foundation of China, the National High-Tech Research and Development Program (863 Program), the Specialized Research Fund for the Doctoral Program of Higher Education, national and provincial or ministerial agencies, local authorities, and enterprises and public institutions, with total research funding exceeding RMB 10 million. The Department has received three provincial or ministerial science and technology awards; published more than 300 academic papers, over 200 of which were indexed by SCI, EI, or ISTP; and published nine textbooks and academic monographs. In June 2008, the undergraduate course Transportation Engineering Economics was designated a Jilin Provincial Excellent Course. The Department has also undertaken more than ten university-level and provincial teaching reform projects.

The Department maintains active academic exchanges with overseas universities and research institutions. In recent years, faculty members have made more than ten overseas visits for advanced study, professional training, and academic exchange. The Department has established stable and substantive international partnerships with a number of internationally renowned universities and research institutions, including Northwestern University and the University of Wisconsin in the United States, the University of Southampton in the United Kingdom, Ruhr University Bochum in Germany, and the Technical University of Denmark.
